What about two women on a scooter?
sounds benign to me. woman driving with male passenger, man driving with female passenger, or two women together are all fine. but there's something awry about two men. you ask your governator, i'm sure he'd back me up.
What about 2 men and 2 women on 1 scooter - that's gotta be fun ;)

Hmm. No one, bar 16 year olds, should be beetling around on scooters. What's wrong with a proper bike?
